The county has signed off on the inspection card and it's time to cover it all up. A filter fabric is placed over the gravel on the field to keep it from getting clogged by the soil above. When it was all graded, you could still tell that something is down there. Hopefully, it will settle out a bit and look more normal in a year or two.
